The Council is the level of administration closest to the citizen, and needs the tools and means to offer the highest level of service. To do this, the following are necessary:
- Increase our efforts to bring clarity to the subject of Council financing during this term of office.
- Break the dead lock in negotiations over local financing.
- Ear mark economic resources to reduce local authority deficit.
- Support social housing projects.
- The Balearic Government must urge the Spanish Government to refund VAT generated by public works contracted by the 2009 Fondo Estatal de Inversion Local (State Fund for Local Investment) .
- Promote agreement between each and every one of the municipalities and their consells insulars (Island Councils). It is necessary that the consells insulars apply a true and genuine decentralisation, giving economic resources to the Councils, gradually slimming down the bureaucratic machinery that the consells have become.
- Produce a true map of basic municipal infrastructure.
- Start a special department in the consells to advise Councils on legal, technical and economic matters.
- Develop a code of conduct to be followed by all Mayors and Councillors. We will manage resources transparently and be inflexible in cases of corruption.
